Position – Human Resource Manager

Location– Dubai

Company – Healthcare and Early Education- group of companies

 

Introduction:

The Human Resource Manager (HR) is responsible for both our Clinic and Nursery operations. You will report directly to the CEO and collaborate with the finance, Public Relations Officer (PRO) to efficiently manage all HR functions across both entities

Budget: up to 12k

 

Responsibilities:

Recruitment & Onboarding:

  • Clinic: Manage recruitment of doctors, nurses, and administrative staff adhering to Dubai Health Authority (DHA), regulations and organizational needs.
  • Nursery: Manage recruitment of teachers, assistants, administrative staff, and helpers, complying with Knowledge and Human Development Authority (KHDA) guidelines and licensing requirements.
  • Manage recruitment of staff according to the guidelines from the CEO.
  • Implement efficient recruitment processes, including job postings, resume screening, interviews, and onboarding of new hires.
  • Utilize the external lawyer sparingly for specialized legal matters if and when needed, related to employment contracts.

Licensing & Compliance:

  • Clinic & Nursery: Manage license renewal with relevant authorities (DHA) (KHDA) & Trakhees ensuring adherence to all licensing requirements and regulations.
  • Maintain strong relationships and proactive communication with relevant government entities.
  • Ministry of Human Resources Labor (MOHRE),
  • Department of Economic and Tourism (DET), KHDA,
  • Dubai Civil Defense (DCD)
  • General Directorate of Residency, Foreigners Affairs (GDRFA)
  • Emaar – Coordinate with the Operations Manager.
  • Leverage the PRO as needed for interactions with government entities.

Performance Management:

  • Clinic: HR to implement and utilize a doctor performance appraisal system in accordance with the CEO’s strategy guidelines and objective goals as per the employee contract.
  • Nursery: HR to implement and manage the employee’s performance appraisal system as per the CEO’s strategy guidelines and objective goals as per the employee contract and coordinate with the employee’s supervisor.

Payroll & Administration:

 Clinic & Nursery:

  • Process accurate and timely monthly salaries for all employees in coordination with finance.
  • Manage HRMS system and employee database and ensure WPS compliance.
  • Manage employee insurance policies and health benefits for all employees.
  • Manage doctors’ malpractice insurance requirements for both for group and individual policies.
  • Handle employee leaves, payroll taxes, and other HR administrative tasks efficiently.

Strategic Initiatives:

  • Work with the CEO to develop and implement HR strategies that support organizational goals and optimize efficiency and service across all entities.
  • Identify and implement HR automation tools and best practices to streamline processes and reduce administrative burden.
  • Promote a positive and collaborative work environment in both the clinics and nursery.
  • External Resource Utilization:
  • Utilize the external lawyer for specific legal matters and contracts requiring specialized expertise after consulting with the CEO.
  • Utilize the PRO to handle interactions with government entities and expedite licensing processes.

Key Performance Indicators (KPIs):

  • Time-to-hire rate for clinic and nursery positions.
  • Staff retention rate in both clinic and nursery.
  • Compliance with government regulations and licensing requirements.
  • Effective performance management systems implemented and utilized.
  • Accurate and timely payroll processing and administration.
  • Positive feedback from the CEO on HR services and responsiveness.
  • Minimized utilization of external lawyers and efficient resolution of legal matters.

Reporting:

  • Submit monthly reports to the finance summarizing HR activities, recruitment progress, performance evaluations, payroll details, and external resource utilization.
  • HR can consult with the CEO as and when to address any concerns.

Skills & Qualifications:

  • Bachelor’s degree in human resources management or related field.
  • Minimum 3-5 years of experience in a healthcare and DHA and/or educational setting.
  • Strong understanding of UAE labor laws and HR regulations for clinics and nurseries.
  • Excellent communication, interpersonal, and organizational skills.
  • Proficiency in MS Office Suite and HR management software.
  • Experience in managing multi-site and multi-entity HR operations is highly desirable.

  • Strong analytical and problem-solving skills are required.
  • The ability to prioritize tasks and manage multiple deadlines effectively is essential.
  • Collaborative working relationships with the legal and public relations resources are essential.
